After reviewing:

Votekick was disabled in lobby a long time ago (exactly to prevent what these guys tried to do), so no rules were violated (Checked game logs as well, and they dind't attempt to kick him ingame); With that being said, this brq should be denied

They weren't even in game, they left after not getting stacked not sure what you checked,
they left cuz couldnt get stack in their team and kept joining and leaving lobby,
that's why it got cancelled.

"Are ban-able", does not mean "will be banned".
