As your IP hasn't changed within the last couple days, the user is more than likely on your router, and was banned. Do note, shared IP is shared responsibility. If you believe anyone may be playing Warcraft III on your network you may want to tell them that leaving is against ENT Gaming rules.
Currently the ban against Kenen has expired, you should have no issues joining games now.
