Ban Appeal (username: rangeban)

Why are you banned:
Technically I am not banned, but several locations on my ExpressVPN are banned under some username of "rangeban"
Why you should be unbanned:
I live in Vancouver, Canada, and better internet VPN locations like Seattle, Los Angeles, Chicago, Toronto all seem to be banned under this same username of "rangeban". A year or two ago when I was playing dota, I did not have trouble connecting to bnet, but recently when I tried to play some dota games, my regular internet would not connect to bnet. I resorted to trying ExpressVPN and seemed to somehow allow me to connect to bnet. Is it possible to lift the ban on some of the VPN locations so I can play dota with less lag? Currently the New York location is working for me but gives me lag sometimes.
