You cannot force someone to cross or merge by simply refusing to build. I would strongly suggest reading the rules (general and game-specific) and then copy and paste the rules that you broke below. Also, please explain how you will handle these situations in future. A major part of this process is to prove to staff that you will change your behaviour going forward.
