Shouldn't the ban be over , why can't i still join ?

You have to take the time of the day into consideration too. You have about 15 hours left of your ban-time.
(Time of day varies depending on your timezone) For me it says he banned you on 30th March around 3-4am, and for me it is now 2nd of April just 3 minutes passed noon.
