I'm not even sure I moved the leaver outside the base in the last game I played as Madara, but if it was me then it caused nothing bad. Is just controlling a leaver hero banned? I only see an issue with it if I use a leaver to feed or something like that.

you used the leaver to bring you an item, then used him to attack the enemy causing it to die and feed a death. Thus it is feeding.
