Probably you don't know how ban works to have those questions answered. I hope I can answer it for you. When you ban a guy, you will ban his nickname and his ip. If you share your internet with maphackers and if these maphacker gets ban, so your ip is banned aswell. In your case, Monk7 was caught using maphack in your house, too bad for you.
When you said "u just ban 2 ip", it doesn't matter, if the admin ban 20 ips, they can ban your ISP, so do not waste your time trying to dodge it.
