Yes. I followed the first and second. The third is not applicable since it doesn't have Medium.

I have this same exact issue (identical screenie).
I dunno, now it suddenly works (popup box asking permission comes up, instead above screenshot "blocked selfsigned"). Shrug.

If none of the above has worked, then you should restart your PC. Restarting your PC should solve problems that are caused by installing applications/updates.
