Votekick Rules - Further Clarity Needed

I feel like the votekick rules should be further clarified.

Why? See this ban appeal.

Someone got banned for being the 6th person to vote yes on a votekick against an alleged maphacker.
The reason being (for the ban) that "you can't prove something like that (maphacking) while in-game."

All that the rules say however, is that you should inquire as to why a votekick is happening, and votekick if someone is breaking rules.

It may not be clear to everyone that just because many people are saying that someone is breaking a rule, if it cannot be proven 100% while in-game, you should give them the benefit of the doubt, and just report them after game instead.

I feel like adding an extra line into the rules would help.

Perhaps below this (3rd main point in the rules):
  • You are obligated to !votekick any player that has broken any of ENT's rules.
    • If someone or several indicate that a particular player is game ruining, you, as a player in the game, are obligated to question/check about the situation/claim.
    • [New line:] If it cannot be proven, on the spot, that the player is actually breaking a rule (e.g. maphacking), you should not votekick them. Instead, post a ban request with the relevant information and let a moderator resolve the case.

Would help to clarify it for the players which dont understand the rule by common sense.

"Common sense" is not always obvious. Especially when it comes to rules and laws and punishments.

That's why everything should be laid in stone with no corner cases, ambiguities or... "common sense". :P

While I think it is kinda obvious that maphack can only be validly proven after the game via tools and not ingame (via suspicious activities; you can't possibly see the other players' perspective unless you maphack yourself) and therefore don't see the need for a wiki change, staff members have already adjusted some phrases.
