add Risk nextgen to gamebase

i think most ppl recognize this map a few years back when it was official with rank system and everything... i wonder why the f*ck this map isnt hosted on ENT nowdays? its the best risk out there without any doubt.. and it had many consistent players! its a damn shame it isnt hosted no more :/ pls consider hosting it asap cuz it rly is awesome!

It'll split the risk player base; the ENT 2.3 devo lobby isn't too ideal in the first place. Just user host nextgen via MMH / ENT.
