!votekick Obs in LIHL

No rush to fix this, just wanted to make it known.

In LIHL if there is only one observer, players are unable to pass a !votekick against that user. !votekick works fine if both obs slots are full, only an issue when one slot is occupied.

I recall we changed the votekick condition so obs was kickable even if one person after I requested so via pm I think. Can you check? Mayb the changes have to go through when bots restarted or something.

@king23 @nabo. this shouldn't be happening. Didn't see bug in the code. I recompiled the code and restarted the host bot, if it still happens can you include the gamename and player that was trying to be votekicked?

I dunno yet, but the issue was :
When u try to vk obs, the bot say 'u are not unable to vk someone if he did not break any rules' something like that, and there are nothing to do to initialize a vk.
