Is there a way to add an ent bot that will auto balance at the start of the game to have more even games and avoid the smurf/sniper team play

Autobalanced game wont happen, you can search the suggestion archive for this. Got denied several times. Main reasons are:

1. People like to play with their friends.
2. a 15/15 elo game doesnt mean its balanced from the skill and doesnt warrant a good game.

Besides, ENT has implemented a command which allows you to autobalance games in the lobby. If nobody uses it, that simply shows us that a majority of players do not wish to play autobalanced games. In which case, we won't implement such a bot.

TL;DR; Use !votebalance in lobby.
