People should not be allowed to threaten bans

Apparently, according to this brq: viewtopic.php?f=24&t=138125

We are allowed to say things like:
(02:10 / All) MoMo-: ima ban his ass
(04:32 / All) MoMo-: whoever
(04:33 / All) MoMo-: doesnt kick
(04:34 / All) MoMo-: will be ban

1) I suggest that isn't allowed.
2) If I am not in a game, but happen to observe a violation, I should be allowed to make a BRQ.

I posted the brq already, so anyone can see "what's cooking". I just hope you won't keep pretending to be an admin because BeerLord is your friend. Just because you are buddy buddy with the admins doesn't mean you can threaten to ban people and talk to them like any way you like.

Just to set this straight, he denied it because you weren't in the game and you're typically only supposed to report players who you were ingame with. He did not rule on whether or not he committed an offense.

So I think your suggestion is about #2.

No, it's about 1 and 2. That's why I posted both. Regardless of who posted the BRQ, MoMo- threatened to ban people, and by not banning him for it, he is being allowed to threaten bans even though he is not an admin.

Please explain the context. Under what circumstances did you observe that violation? What were you doing at the time and how did it happen? Do tell.
