Do not clog on purpose:
1. Do not sell value at any point of the game in order to clog.
2. Do not save more than 200 gold when sending with the intention to clog.
If I recall correctly, our attempts to find a unified rule for clogging has failed.
For LIHL, yes, but the difference with LIHL is that you could not sell value to clog, while in LIHL you can sell 200g every lvl. I honestly think this rule would reduce clog much more. And it is simple for moderators to implement.

Clog is easy to solve, increase the kill potential for all levels and make them equal. Change the mechanics not bandaid solutions.

Btw I agree with @goldie, clog is still ruining the game experience. so many people exploit it and as @kiwi said, we can't really counter a EA or 2ea cloggers if they are fat enough.... For me clog is a "lama" or unfair way of winning. I mean, we could let it works, but we need to nerf it, thus it would be the "last option" or "the luck win" at some point. I know brouder did a good job trying to rebuild some map corner, but i hope to see some changes about rules/ or how to clog....
I m kinda disgusted of people winning on clog when they 99;9% loose game but still 2 op ea for 14 (as an example)

Clogging is inevitable most of the times if your team is shit vs 17, or for example in fast games where average value ends up being ~4000 and everyone leaks, the clog is gonna happen
I have seen plenty of people flame in chat saying "u fucking cloggers" when the team wasnt even trying to do it on purpose.
Unless it is said explicitly in chat "Hey lets clog!" there wont be any proof of a team going for clog.
The fix for this can not be a rule because it will create huge arguments and never-ending debates and ban requests. It can rather be a mechanical solution through unit pathing.. Example: all creeps including sends stop colliding after dark green.

@MudMan First and foremost clogging happens on purpose way more often than not. (Easy to tell the difference)
Also it is really not important if you explicitly said that you will try to clog or not. As long as you cannot save gold it should help to get rid of at least those huge intentional clogs like in my post. We can worry about unintentional clogs later.

Broud3r is working on a new unit movement system, which almost entirely removes clogging. I've seen his first try and it was incledibly huge difference. He however wanted to take his time to test everything properly first.
I think for this reason the suggestion can be denied.

Considering the fact that broud3r is working on a solution this suggestion is denied.
It doesnt make sense to make a new rule now.
1. Its much extra work for mods, especially as the casual OP reports such behaviour just by "having a feeling" it might have happened.
--> Means many useless reports + long reviews for a rule that covers something thats fixed soon.
2. Players always need some time to adjust to it, spreading it by banning/appealing is a waste of time if its fixed soon anyway.
