Selling value at any point in the game in order to stall time and gain advantage on a racing level is forbidden.

This rule is written too unclear. It's only purpose is forced clog on racing levels (since you can easily win the game if all 4 people just sell everything), therefore it should be written like that.

I think something like this should work:
Selling value at any point in the game in order to stall time and clog on a racing level is forbidden.
