Rules Reminders

I think it would help if there could be two announcements listing the rules for a particular game: one upon joining the lobby, one upon the game starting. Things like no xin glitching, no votekicking newbies, backdooring is OK, etc.

Too many, too spammy.

Might agree with single announcements concerning xin glitch tho.

Their problem.

Announcing glitches makes more sense than normal rules.
