About pausing game

There should be a rule about pausing in game
If majority of player including at least one of opponent team agree, then it must be let on pause
If those conditions are filled and someone unpause without the agreement of the majority, he can be reported and banned
Seriously, I mainly play Civ Wars, and there are often afk in the beginning of the game since it takes time to get a game
It happened me very often in the past that everyone but one agree to pause for waitting for an afk, and the only one who disagrees keep unpausing
it's very annoying and unfair
I'm pretty sure it could be used in other games

It's too hard to enforce. We can't tell much about the chat taking place while the game is paused so it can be tricky to judge agreement.
