I think number of votes should be coming from your own team, and does not including votes from opponent's team. 
Sometime, it took almost 10-20 minutes or even half of the game to remove trolls, game-ruiner, and intentionally feeder, because the enemy team doesn't believe that much or there isn't sufficient evidence to prove that one of the teammate or teammate from another team is actually breaking the rule.
