Recently, I've experiencing people picking TA to desync players in-game in order to troll/avoid playing the game.
I know that there are already a solution to avoid this kind of incident by restarting the client every game, but it's kinda annoying and getting out of hand.

Even a high elo player refuses to play a 2-man party game by picking TA and forcing enemy's team to desync on purpose.

Intentionally desyncing people is bannable. It falls under game ruining rule number 4, "Do not purposely glitch or exploit the game."

If you can prove it, you should report it.

As for the suggestion, you are right. With no definite date for a fix, and such a major, game breaking bug, the hero should be banned.

As noted, using it to intentionally desync users falls under our abusing a glitch.
No need to add an additional rule, just report the user if your'e able to prove it.
