Typically? No. There are tons of things the government does that it doesn't inform the populous of when it changes things. Also companies phase things out or remove things all the time. Software companies remove functionality from software without telling users constantly (believe me, I know this one first hand.)
It really depends on the situation. If there is a blatant need for disclosure, such as a legal situation or management (or in this case the Administration) decides something needs further explanation or needs to be explicitly stated, it happens. Nothing is "standard" when it comes to change.
In the case given as an example, I don't remember the explicit details of what exactly was stated as a "public announcement" of the tool being removed (or if there was one) however, there was various discussions about the topic all over the forum at the time. Most users that actually read a lot of what is on the forums would know the gist of what was going on and probably figured the decision was made to remove the tool from public use. Those who don't read much of the forum, probably didn't even know of the existence of such a tool since you had to read the forum in order to get the link.
