I've talked to many others in the LoD community both on ENT and elsewhere and there are quite a few that say dropping BO (balance off) makes the game more enjoyable. Using BO mode makes the game much more about drafting op skills rather than playing a good game. I think we would enjoy having slightly more balance to lod. If we need to vote on this that is fine with me. I know they tweak some skills like rikis invis and take away the heal while invis since the perma invis is already op. Good ideas in the more balanced version.

Removing -bo restricts players from picking certain op combo skills, correct?
So if you have a pool of skills when you picking skills/heros at start of game, will skills considered op ever appear together as a pick option?

No. All those restrictions are already in place with the mode we play. Balance mode aka non -BO mode simply small nerfs certain skills like Rikis invis. In the balanced version rikis invis does not have the hp regen (7hp/s at level 4) because his invis is already OP in lod.
Another example is one F-Train commented on being op. The dispersion/morph combo. In balance mode these changed have been made to spec:
Spectre - Ranged illusions will only deal 10/20/30/40 damage with Desolate - Dispersion for STR + STR-morphs: Only disperses/deals 8/10/12/14% damage
I dont thin Resq updated this since the last update. He told me rikis invis did not come with hp reg in balanced mode so I assume there could be other small changes in addition to these. Also note that a few of these have already been implemented in our current mode (i.e. tinkers rearm cant be used with most of those combos)
Spoiler!
Lina, Bristleback, Storm Spirit Every 2nd cast of low-cooldown-spells (such as Sticky Napalm, anything else with CD lower than or equal to 3s) will proc the effect of Fiery Soul, Warpath & Overload.
Tinker - Rearm has a 9/6/3 cooldown - Rearm can not be picked with the following spells:
Ice Blast, Tombstone, Flesh Golem, Rain of Chaos, Supernova, Call Down, Chemical Rage, Stampede, Hand of God, Wrath of Nature, Bear Form, Song of the Siren, Haunt, Sunstrike or Reincarnation.
Ogre Magi - Multicast chances reduced x2 by 7%/3.5%/0%, x3 by 7%/3.5%, x4 by 7%
Slark - Essence Shift does not steal stats every 3rd hit for ranged heroes (2 hits steal, 1 hit doesn't, then 2 hits steal again etc)
Kunkka - Range Tidebringer will only splash 80% damage
Spectre - Ranged illusions will only deal 10/20/30/40 damage with Desolate - Dispersion for STR + STR-morphs: Only disperses/deals 8/10/12/14% damage
Rikimaru - Casting spells in Permanent Invisibility will always reveal the caster
N'aix - Feast for range heroes will only deal & heal for 1.75/2.75/3.75/4.75%
Tuskarr - Walrus Punch will only grant 2x crit instead of 3.5x crit if you have Enchant Totem (even in -bo)

I will also add -ma (mass aghanims) mode to the wish list. I thought we were already playing that mode. It felt like scepter worked for both ults already but maybe Im wrong.

The hcl string is limited to 8 letters. If not, you will have to ask the map maker for a shorter mode.

I think theres a work around for that. If you take a look at OHS's mode it's like 13 characters long.
It would have been an easy part talking with @F-Train, due the fact that i showed him recently some parts of our bot which seems to be wanted by ENT to be implemented.F-Train is already asking the mapmakers for modes being implemented:
