Multiple game ruining offenders ban rule

If one who gets repeatedly banned for game ruining, can you impose stronger ban rules?

We do for most repeating offense cases.

There were constant game ruining players and not all players report the cases.

If people do not report, we cannot know and ban them.

If people do not feel that they should be banned or feel the need to report, that is their choice.

Mods cannot be in all games.
