Disable !ban and !unban and any other ban related commands from lihl bots. ty.

@Dong also for mods.
If you get unvouched, u dont get banned on public games. So there is no need for LIHL-mods to have the !ban-power. Obviously even less for "owners".
And the only reason why gamemods could ban on whole ENT, while playing a LIHL-game is MH ... and its totaly ok to enforce such a ban after the game ^^.

Disabling these commands wouldn't do much since the owner has a private banlist, so if the owner bans an LIHL player in another game then it would still apply. I have updated the host bot so that owner bans do not apply in games that have stats enabled. So !ban/!unban can still be used on LIHL bot or other public hosting games, but it won't apply for lobbies like LIHL.
(Currently only ENT27/ENT28 have been restarted with this modification.)
