Anti-AFK for Gamemode setting players

Hi,
Ive been playing on ENT bots for quite some while now.
Mainly ID but also fungames like Gem TD, Wintermaul One and Green TD.
What ive noticed is that lobbys of those games usually fill up in quite a slow pace, so often people tend to go afk in lobby, and not check on it for quite a while or even forget about it completely(not gonna lie, happened to me before aswell!).
That wouldnt be a big deal at all, if it wasnt for the fact that red has to choose game modes in Gem TD and Green TD for the game to even start, or like in Wintermaul One, where Red has the absolute power about the Game Modes.
So that if no Gamemode is chosen, its default mode, wich most players of Wintermaul One will agree with me, is boring as f*ck
That in return leads to even less people actually playing those maps (especially Green TD)
My solution:
Implement a "!voteswap" command, or similar like "!votered [Name]" so that with a majority of votes its possible not to kick, but to remove players from the leader role.
That would 1. Help in a more democratic way to select game modes in Wintermaul One (as people often argue about gamemodes in lobby)
and 2. Wich is more important, stop people that are afk in mentioned games from crashing the whole lobby ...
Obviously my solution isnt perfect or the only thing that can be done, there could also be a "afk check" that the bot does on Gamemode setting players with like a 30s countdown before they get removed/swapped from their position.
But you get the idea behind it, ay?
