Language Barrier & Lexicon

So ENT has been around for some time and while conected to BNet and some of the outside servers, you are linking people all around the globe.
And now after checking a RBQ I got to thinking that ENT has no rules what so ever that touches on the area, that a big portion of the wc3 players that in some way are useing ENT (as thats the only thing you can change & have a responsibility to). Do No Speak or Understand English.
They mostly state that if someone do something knowingly and dont listen to the team it might fall under the things that is not allowed, and that n00bs dont fall under this judgement since you recognize that people cant be the best at something thier new at. But nothing about thier knowlage, understanding and usage of english.
Forum Rules:
So would be a good thing to take a stance in this matter, one way or the other. (Ignoreing the lack of english and deem them fully aware of what they are doing anyway OR to treat people that dont speak english in the same category as new players.)
And not depening of the side you pick, You should try to fill the gap from both sides, by makeing somekind of lexikon with gameing terms. Maybe starting with Russian & Korean since they are maybe the biggest part that play wc3 and dont speak english at all part from a few.
Doing this by useing the multinatinal player base here on ENT.
