"Antistuck
1st. Can only be used on your side of the map.
2nd. Can not be used to kill-steal leaks from your teammate unless your teammate is dead.
3rd. Can not be used to delay units from returning to the king."
1st rule says its allowed to use antistuck, meanwhile 3rd rule disallowing to delay units from returning to the king. Any antistuck is delaying units. So it's allowed and not allowed at the same time.
More:
If teammate is dead(red) and you(blue) antistuck (u already delay units-violate third rule) it's no problem because red is dead. But then you steal leaks from teal and purple which is again bannable.
So why not just say "Antistuck is not allowed unless the units are actually stuck" ? Now I got banned because thought antistuck is allowed on pub bots, lol.

Antistuck can be used to catch leaks on grass if your teammate is dead.
It must not be used if your mate is still alive (don't steal). It must not be used on enemies. It must not be used to delay units from returning to king unless there are leaks to catch on grass.

Easy rule.
You can only AS to catch leaks or to use on send creeps.
If there is no leaks to catch, dont use it to delay or prevent your towers or others' towers from tping mid.

Or one can be childish enough to ban for trying to get some of my own leaks back (cross leaks lvl 4), haha. Would anyone (except kids) ban someone in this situation? (No one has antistucked in the middle, just on lane, but who cares right). People used to antistuck their own towers(as far as i remember), so crosser could catch some leak back. But now it's a tragedy, geez. Kids be kidding. Peace and chill out with your rules.

I expect you have learned "emphasis" on school.
For me, Antistuck Rules are pretty clear if you see in point of view of "emphasis" on several words, compared to each phrase.

To be honest, I don't see any gap which misinterprestation could go in. It didn't make any noise so far by majority which clearly means It is nice rule.

What about anti stucking a teammates units to catch a different teammates leaks? Like if I am red, teal leaks rounds, bounty is close to nothing so I anti stuck purple's units to catch teal's leaks? Is this allowed?

It is allowed. It is best to ask or tell your teammate you are doing so for good intentions though.
However, if your teammate tells you to stop and to not anti him again, you must stop. If not, you will be banned. We will always consider the intention and impact of questionable acts and offenses when reviewing ban requests.
