i don't see anything matching between this 2 players but hard to said actually.

Negative, there is nothing linking them together. Best way is to track their pattern of gaming and behavior. Dodgers usually are troublemakers and they will eventually slip and get reported. You can see this player is not performing poorly on a consistent basis if you look at his games. Let's monitor and see...
