Yes, AS is used - except it isn't an accident. People do it to catch leaks or abuse it.
Many people MH pub games too, I know some bots don't care about it - and maybe they leave MH on "forgetting" LIHL doesn't allow. I will treat both cases the same.

If you are going to consider forgetting and ignorance of the rules in the ban, you are setting yourself up for trouble and a lot of discussion. After all, you cannot tell if someone accidently did it, or was just used to pub games.
And most importantly, when you as a mod are justifying siome forms of AS abuse, you will restrain fair players from posting the abuse (intentional or not), because they might report someone and get dismissed, even though the violation actually took place. Everyone knows this will not make you popular. Mods should side with the side who reports the violation and not the one who committed the violation, to promote fairplay, unless there are extraordinary circumstances or arguments for violating a rule. Ignorance of the rules, or a habit because you do other things in your life are NOT such arguments.
When I was a mod I randomly checked about 10-15 replays every week to see if someone used anti-stuck, and if someone used it he was banned. Despite ignorance of the rules and the possibility of forgetting, after I did this two or three times I saw NO anti-stucks anymore from ANYONE for quite a while until I resigned as mod. Apparently start 'forgetting' the rules again when they are not reminded that the rule is in place and that they might get caught.
Just ban anyone who uses anti-stuck. It will prevent discussion and show people they have to respect the rules here, instead of lame moderators justifying violations vs fair and honest players.
PS one anti-suck usage CAN be a gamechanger. For example on level 10, when you can force the bosses to be blocked by the mass, whereas they wouldnt have been blocked if you did not do it. Just a quick question in beetween here, not about antistuck, but eldyran, if the ban is supposed to be the same, no matter what the intention are or of its a mistake.
When it comes to another rule, the dodge rule, will that also be ban in every occasion? no matter what reason they cant play the games they signed for?

No, as dodging can in fact have circumstances that alleviate it - if there is a fire or real life issue, I would expect them to leave. Many rules are like this - I will also not penalize for "accidental TK".
