also later when he ulted at mid and ran away with about 10 hp i was chasing him and his ult expired.. daggered right away as soon as i was about to attack him.. i believe it was at 25-27 mins or so

Hello I've watched the replay as most mods/admins are on break.
Right off the bat, you actually have another violator "BiggerTHANyours" who fogclicks at 00:01:12 with no vision (maphack).
Yes, Icey_Nero is maphacking at 00:16:15 Panda chases clinkz while he is invisible and kills him.
At 00:22:40 Panda chases PL while he is invisible.
While there are no fogclicks, Icey_Nero is very good at hiding it. However, two instances without dust or vision - and following invisible players is indefinite proof. I found delayed fog clicks for Legilous, but I couldn't find anything else.
