From best to (relatively) "worst" in my opinion
lich: he was always one of the best casters, now with the recent buffs to his scepter ult he can devastate the other team in large fights like no other hero can with minimal gold, especially with other allied disables keeping enemies in place for it to keep bouncing indefinitely. Pipe helps but doesn't solve anything. Meanwhile he can innately keep his mana up and his frost shields scale well through the whole game.
lc: if he gets a good start he snowballs horribly
pl: automatic late game win
rhasta: tends to outpush and outfarm the other team, ending with provoked fights at the enemy towers that are to your advantage due to wards
mortred: her buffed evasion pretty much forces most enemy carries to get mkb just to stand a chance. Also, 2216!
jugg: fantastic ult that gets extra hits if you get attack speed items. Then after using it he melts faces with the fastest base attack speed and non-ultimate crit in the game. His only annoyance is that he can't turn on his spell immunity AND still deal heavy damage like naix does in late game, but that's still better than no spell immunity at all.
krobelus: insanely strong ult and move speed, overall overpowered
ck: really underrated carry due to people always getting him the wrong items (notably bfury and vanguard). Doesn't need dagger at all and has great mobility, which is unusual for a str carry, and his armlet-buffed images combined with his stun and rift kill heroes nearly instantly from range while protecting the real ck from getting nuked. His only issue is is low mana pool, so he has to cast only when really necessary.
But if I had to name only one, lich.
