Allow !votestart on ENT16

Currently, the command says it needs 8 players to start a !votestart. Would it be possible to lower this number to 4? This would allow -1v3 and -2v2 games to be played if the players voted it. If a percentage vote is needed, 100% should be required so no one is "taken by surprise."

Since the bot has stats, this wouldn't work very well.

Do stats not compute properly unless full house games? I am just curious as to what the actual problem is.
