Imo the ban system should be like that:
All players will be banned a certain period, doesnt matter if its his first offence or not.
All bans will be reseted on the start of each season
1 day ban: Anti stuck, build on dg as long u pull the other lane
2 day ban: dodge a game, excessive flame
3 day ban : team kill, start a game with a player that is banned
5 day ban: dodge a ban, not drawing a game when someone leave.
Mods can help me putting more things here, i am might forgetting some reasons to ban!
So its gonna work like that:
If u get banned once ( depending on what u did ) u get the punishment days ( 1 2 3 or 5 )
The next ban u get, u gonna have the first ban period + the new one, example:
if u AS and got banned and than u AS again u will be banned 1 + 1 day...if u AS and after u dodge, u gonna get 1+ 2 days...
than if u get the third ban: as, as and dodge a ban: 1 + 1 + 5.
All players will get the bans reseted when season starts.
About ele system, i think it would improve a lot if all games starts with 15/15 elo, doesnt matter what elo players have.
And all games should be captain mode. The 2 high elo r captains, or if all players agree on loby, you can choose the captains.
The captain mode shouldnt be started on lihl chat, but on game, so we start the games faster and no one will be sniped due wait the !chellenge !accept, !sign etc.
When the game starts the captains should -roll and the high number starts choosing ( 1 - 2 - 2 -1 ) or ( 1 - 1 -1 -1 etc ) players can decide it.
so thats my idea =)
this elo system that i am suggesting, should avoid a lot of drama and rage on lihl, since most of the games you will play with your friends etc . .
also can make more 2s games =)

We (LIHL mods + Ent admins) are currently working on a more standardized ban system, though it will not be public as far as I know.
Your system looks interesting at first, but it has too many flaws to be usable. For example ban dodge would need a far longer ban duration than 5 days, for example 15 or 20 days. But if a player ban dodged, and then uses antistuck, a 16/21 days ban for the AS would be pretty silly.

Your Elo/captains mode suggestion also doesn't sound bad, please make a poll for that (possibly in an own thread). Though the captain with the lower Elo should probably start picking. That would be needed for example when 1400, 1200, 1200, 800 Elo players are signed for a 2vs2 so it won't be 1400+1200 vs 1200+800. I think lower Elo player starts and then pick 1 by 1 would be fairest.
