As mentioned, the reform stuff will take effect starting next season. But, sure I can use this as an example if that is what you want.
1) lvl 7: fugitoid was 420 value with meatwagons = below 600 half recommended value = penalty.
2) lvl 8: wolf was 695 value with nightmares= below 725 half recommended value = penalty.
3) lvl 7 (100 leaks, strong clogged), lvl 8 (71 leaks, medium clogged) = two consecutive clogs = scourge must !ff.
4) lvl 9: wolf and fugi both under half recommended, clog present (65 leaks) = penalty.
None should be able to argue me that there was "no" clog at lvl 7 8 9. You all know what a clog is...just like you all know what a juggling is from your game experiences.
Reform decision:
If only 1) happened, fugi would be the only one who would get penalized for evidently underbuilding too much.
If 1) 2) happened, scourge team has to !ff, no further penalty points are needed.
Decision based on current lihl moderation if I was a lihl mod:
There is a clog at lvl 7. Even if I dismiss this clog because scourge team had more optimal choices, I think they pushed too much after lvl 7. They should have valued more to leak 8 and 9 less. I get that there are certain towers you would stay low value and get ur income dam high, but for most towers If you go above 7/2 by lvl 7 or above 7/5 by lvl 9-10... you are pushing quite more than you should whether you wish to argue me that it is an "optimal" strategy or not. Regardless of your towers, you should be building for lvl 10 1300-1700 value as your goal. sony- seems to be closer to the boundary, but wolf and fugi definitely underbuilt too much.
As a note, you all talk about "optimal"...but here is my take on things. Pushing while holding as much as possible while still reasonably leaking is fine. But, there are times when you should be obing or building for ahead levels. An easy example is aquas. Aquas suck at lvl 7 yet are great at lvl 8. You could stay at 500-650 lvl 5-lvl 6, but should be planning to hold lvl 8. If you push even further for lvl 8 instead.... knowing that your towers are still good at lvl 8 and will hold half if not most...your definition of "optimal" is wrong and definitely risks clogging. A strat which you claim to be "optimal" shouldnt be based on a clog exploitation, but one which considers best balance between hold and push.
Clogging 3 lvls is too much. As soon as there was two consecutive clogs, your game became less skill-towerbuild decision and positioning strat dependent. But one which exploited clog in return with max king and high lumber income gain with w/e tower set.

i am not expecting you to ban anybody but when i came across your statement about you indentifying whats clog or not, i thought your point of view could be helpful (and was imo!) helpful to close this topic. Aswell, as you mentioned, this game could be used as an example for the new upcoming rules about clog.

As I said in many topics, the problem was not about identifying wtf a clog is. All know when they see a "clog" just like when you see juggling based on your gaming experiences.
Currently, there is no basis of what is bannable or what is not, but mere mod's judgement. = This approach is fine, but there seems to be some respect/doubt issue by a selective few in regards to mod qualification which I do not wish to discuss about. The value limit is simply a measure to help a mod make a decision (reform rule). Even without this restriction... sure, we could moderate clog cases. But, because of an unclear description of what is an "optimal" building vs an unclear basis of what a bannable "clog" is...shifting all the decision based on subjective viewpoint and review of a moderator (whether arguably strong or weak)....you guys been having conflicts. The reform rule is a result of lihl players voicing that they want some type of anticlog rule + in consideration to your optimal building style. If I wanted to restrict your game style and prevent clog all together, Clog survey option # 1 2 with lumber/wisp restriction would have made more sense.
