pewpew got 1 penalty point too much

Hey, I just noticed that pewpew got penaltied 2 times for the same d/c report. He has 3 penalty points in total now, it should be 2 imo.

It was a double report i didnt notice sorry for the misunderstanding.

To add on that, we will work out a way to detect duplicated reports based on the GID. This should not happen again.
