Pulling creeps

Why are reports where people pull the oposite lane being denied just because they didn't build on the dark green area?

Rules say:
All players must build on their own lane and cannot build a tower that will attack a creep from the opposite lane (pulling).
You are only allowed to build 1 tower space into the dark green area , no further, without being able to pull opposition towers.


This is becoming a problem again where 50% of the players build as far back as possible and pulling happens again on a daily basis. Please enforce the rules as they are.

Just another good change, pulling now seems to be fully allowed again, while it used to be strightly forbidden(there has not been a rule change from what I´ve heard tho?)... seems like the whole idea is to allow more and more of whats been forbidden before(pulling, more allowance towards clogging, and so on)...

2 replays were rejeted first godlike build 1 tower in dg area(he fed on 9 though) second zealot did the same he pulled without killing any or affecting the game.In the past many pulls werent punished as they seem to be unintentional.Nothing changed.
