Solution for games with AFKers

I guess everyone dislikes to wait. Especially for Civ Wars, we sometimes have to wait 1h for a game and then, once it's started, someone went afk. Sucks.
So if the enemy team doesn't want to wait or refuses to kick it's a free win.
Why is there no rule to either wait for return or votekick the afk guy?

This ban request had someone banned for AFK, Votekick abuse and Refusal to Votekick.

This was for pulling. Nothing to do with AFK?

Also there is a rule "Do not go away from keyboard for an excessive amount of time (afking)" in general rules. Therefore it is something you can vote kick for.....

I don't understand what the issue is. Could you please explain it further?

I guess i misread the rules. Still i'm not satisfied that only the afk guy can be banned, while a team gets a free win because of it?

Well, the AFKer can be vote kicked in game. The AFKer can then be banned. After that doesn't the rest of the team get shared control of the kicked players stuff? If they do then the game is technically equal again although you would have to do twice the work.

If people in the game refuse to vote kick then they all get banned for refusal to vote kick because it's malicious to abuse an unfair advantage. In this game you linked for example > https://entgaming.net/forum/viewtopic.php?f=24&t=63882

The only way for it to be truly 100% fair would be to force people to !draw. The problem is that's not fair on the other team. They wait 1 hour for a game and then some guy goes AFK so they have to wait another 30+mins for another game.

In my opinion the current problem with this in CW is that people seem to think it's perfectly OK to go AFK and then others report people for not waiting, unpausing or not drawing instead of reporting the AFKer.

So what is the reason that there is no rule for either waiting or kicking an afk ?
Of course can be kicked or even banned, but what does it help when the game is already messed up (enemy team doesn't wait, kick or draw and just takes the free win) ?

Second question:

If they follow the rules and kick the AFKer then the team gets control and the game goes on like normal. If they refuse and ruin the game then they get banned under this rule > "You are obligated to !votekick any player that has broken any of ENT's rules."

@RaptorXI The reason we don't ask people to wait for afk people to come back is that it doesn't work that way. What if you were supposed to wait? In 10 player game, one afk, 9 wait. So then two more people decide to afk till this one guy comes back. And when this one guy comes back, those two are still afk resulting in 4th and 5th guy afking. Endless circle.

If someone is afk when game starts, votekick him and/or try to !draw. If you succeed, you can all go in new game and it starts faster because you all just left the game at the same time.

I think OP is asking why people who didn't votekick aren't banned? If so, then answer would probably be that we generally don't ban for not votekicking unless the votekicker made it clear in chat (e.g. by repeating "player is AFK" multiple times in chat).

-Everyone is limited to 3 pauses per game. We will only penalize someone for pausing/unpausing to ruin the game (ex. disrupt/prevent gameplay).
-Everyone is obligated to kick an obvious/evident game ruiner. If rule break act is not visible, people are free to refuse. When someone accuses another or states that someone is ruining in all chat, players are suppose to read and question the situation, then act based on their judgement. If questioned later, players should be able to defend their decisions with valid reasons.
