Obs problem fix

Nothing wrong with letting players obs if approved by those playing the game.

On our staff discussion, we were hoping that changing the obs slots from referee to observer would help, but mods would not be able to communicate to peeps in the game and it would only make screenshot tests possible while mods are outside the game.

As the other obs topic, it seems the questionable variable here is "trust" once again.

You are free to veto someone from obsing if you suspect/doubt anyone or simply because you want a fair or dont want to worry about possibilities.
