This was discussed and clarified few times in the past.

Kill-steal means that you antistuck on purpose to steal teammate's creeps while your teammate's towers are not dead or have not tped mid and are still fighting the creeps. Thus, you are only allowed to antistuck when your teammate leaks.

Once creeps are leaked, there is no more "ownership". Antistucking your units at mid to catch ALL OTHER's leaks is allowed.
