If we did that, we'd have to allow it slip for everyone else whose family gets them in trouble. Unfortunately, without him posting an appeal, there is nothing I can do.

Your reasoning is valid, but that's simply not how we operate. Shared IP = Shared Responsibility = Shared ban. If he cares about gaming in general and understands how much of a inconvenience it is for you, then he should attempt to appeal on a moral standpoint.
