Any further thoughts: He tried to votekick me for going afk the game before, but I unfortunately don't have that replay. I believe he tried to votekick me this game because I told him to relax. At [00:38:00] I ask him why he tried to votekick me every game, and he answers "i hate nerd".

I BELIEVE, it is only abuse if the vote kick succeeds unreasonably or if he spams it... he did it twice and if you went afk the game before maybe he thought you were again...

No. It is abuse if you attempt to kick someone who did not break the rules. If this is a player's first time violating this rule, and he only does it once in-game, we usually let it slide with a warning. After initiating a votekick, you get a message saying when it is appropriate to use the command. If you do it a second time, that means you read that message and ignored it.

Note: It is also bannable to vote !yes when you have no reason to suspect the person in question violated a rule. You also have an obligation to vote !yes when a person violates a rule.

I'll check this ban request - just give me a few minutes.

EDIT: I did not look at game name. I am a mere DotA mod, and am unfamiliar with this game. Thus, I can't tell if you violated a rule by not doing "corals" -- whatever that means. I'll leave it for a custom games mod to judge.

That was actually the other player on our team that wasn't building coral statues, which isn't against the rules, it's just a building that heals.
And also, the game before and in this game I informed The.Rich it was against the rules, but he still did it a third time.

Low -it and -ht is stupid, it doesn't work. Everyone who studied mathematical progression knows that.
This modes are based on luck and not on skill. It makes ppl lags, they will use -afk command to build because everyone is lagging. the best combo/unit in the game will win.

Blue was right when he asked you to build coral, it would help your team vs specials buildings like mush, wop and books. Coral could stack your turtles faster..
Anyway, he shouldn't use votekick you cuz you were lagging.
