After reviewing:

I think you are misinterpreting rules here ... Juggling "Do not juggle the king preventing him from attacking or killing units.", means you cant prevent the king from attacking or killing units;

In this case what they did was antistuck at middle, which is acceptable (Also it happens at round 5 and not 3/4)

Cannot be used to kill-steal your teammate. (Using anti-stuck on units in the middle is allowed.)

Ok i might have misunderstood there, but i played with an admin not too long ago, and he banned the fellow that did exctly what happened in that game. So i dont know.
