This has nothing to do with me or anyone I know, but I always thought it felt extremely exaggerated and wanted I'd post this. Have you ever considered reducing the ban duration for ban dodging? Mods seem to often repeat that it's considered an offense equal to map hacking, but is it really? I believe it was increased to what it is currently, but maybe something less drastic would be more appropriate.
I would suggest initially giving people one chance, with a more reasonable ban, followed by 1 year if made necessary, if the person does it again after it's been established they fully know they should not. The way I see it, map hacking is different from every other offense because it irrevocably shows that someone shouldn't be allowed to play anything, ever. Ban dodging is pretty bad, but anyone that doesn't actually cheat should eventually be allowed to play again, no?

Well, if you get banned for dodging, its WAY EASIER to get unbanned after a (relativly) short time.
So yes, you initially get the same banduration, but its "easier" to shorten it.

Good to know. Yet, I still think it feels a bit off. Increasing ban dodge ban duration as high as map hack's kind of "cheapens" how big of a deal hacking is. Next thing you know, map hackers might start thinking that it's not so bad and that they're real people.

Ban dodging is the equivalent of maphack, however depending on the situation, the ban is usually reduced or lifted sooner.
We do. We give them the initial ban for whatever reason (afk, no heal,etc), and if they dodge that (it's pretty obvious you shouldn't play if you're banned) then we ban 1 year. If players are unfamiliar with this rule, we have them read the rules, so they fully understand. Most of the time, we unban then and inform them that if they are caught dodging again, the ban will be reinstated.
Please keep in mind that our bans are not permanent. All bans we issue are appeal-able and in some cases, are reviewed by more than one mod.
The duration is based entirely on the intention of the player. For example, if their intention is to dodge their ban, we ban for 1 year and allow them to appeal within a certain time frame. (Can be 3 weeks to 3 months). Now if the player was not aware of the dodging rule we have in place and appeal, then we either unban then and there (after informing them of the rule and making sure they understand) or we have them wait out a period of time as punishment. Most of the time though, we unban.
EDIT: I think the duration is fine the way it is, considering how it is handled.

I despise ban dodging as it is willful neglect of ENT rules and our system. You afk? Well, fine, you get your ban. You maphack? Also bad. Not just ban-able by ENT but also by Blizzard.
But dodging? You know you are banned, yet you still play. We have a system in place for a reason and anyone who dodges thinks he is above that - that's wrong.
If you think you need to spit on our rules, guidelines and policies, then that's fine but I dont want to see you here again - at least for a year.
That's also the reason why ban dodging is default one year. I dont care which rule you violated. What matters to me is that you dodged. And as the mods already said, the actual intent of the user will be judged on the appeal.
