If you sell spawn, to build ToK, you didnt sell 200value.
-200 + 380 = 180.
So instead of selling 200, u built 180 value.

Not correct, sell is sell. Following your logic I could sell 400g every round and rebuild 200g clog units effectivly reducing value by 200g per lvl. After lvl 11 12 13 14 15 I end up -1k value and can even sell strong and build shit units. Anyway in this specific case the sell rule doesnt kick in since the sell was intend to kill more and not less units.So the conditions for the rule are not fullfilled.

Neither would a push nor bigger leak happen. If he sold spawn to build GoD for example ending up with higher value it's still a rulebreak because of the intend to leak more.

Other example: I have 3 ToKs + stuff 2100 value lvl 14 + 500 gold saved. For lvl 15 I sell all ToKs and rebuild shit units ending up @1900 value. Not allowed even if the fair value just drop 200g.

The actual phrasing of the rule is :

Do not sell more than 200 value during a single level with the intent to push and/or leak more.

It is important to real the rule as a whole, not just small pieces of the rule. So as long as you do not sell in order to to push or to leak more, you can sell every value you want, and it is fine.

Selling more than 200 value of units to leak after arena and force 15 game is not allowed, because you are having the intention to leak more than you should have.

Selling more than 200 value to push because you're a dead lane is not allowed, because your intention is to push.

Selling more than 200 value in order to build is allowed, because you do not have the intention to push or to leak more.
For instance, last game I played, I sold 5 revs on level 29 to build 5 druids. This was allowed, because I didn't have the intention to leak or to push, I actually wanted my druids not to split and I didn't have any space to build them. So I sold for 500 value of units, built for 1000 value and it was all right.
