Since it wasn't just a solo send it was a teamkill attempt I'm adding 2 days.
Tyrael@uswest.battle.net banned 5 days for TK by solo sending.
As for the votekick, you started one before the sends appeared when they couldn't have known he was solo sending and one afterwards. Since there was only one votekick that looked legit from the other side and it came soon after a questionable one (it was legit but they couldn't know) I won't ban for refusal to VK.
