Violated Rule(s): He build Tree of Knowledge vs 17 instead goliaths to lose on Level 17. He has about 2000 Games, so he completly knows that he is making a lose build (if he had about 800 elo i would not report that).
Time of Violation (in-game or replay): About minute 30-40 (level 15-17)
Any further thoughts: I think he was raging about enemy holding 14 after me calling their warchief strong and I was right.

imo in this case going for clear instead of hold (which was impossible) made much more sense. he went for goliath only because of auras and wanted to continue ToK which was the right decision (he should've went straight for ToK without building a goliath and a useless hb imo). regardless the game was lost either way.

besides, the building decision is not bannable even if he did a mistake unless it's intention is trolling ;)
