Do not unpause unless every player is ready.
After a player has been away from the keyboard longer than 5 minutes (use !afk to check), he can be kicked without question.

Blue was afk 3:30 seconds when we noticed .. I informed everyone AFK then Paused the game .. I told them he has been afk for 3:30 seconds so rule states we've to wait 5 mins Pink kept unpausing game I let him this is banable he laughed they did a votekick on blue around 3:40 seconds afk I let them know we've to wait and kept pausing pink laughed and unpaused. Blue came back once round 7 started he was afk for 4:50 seconds .. by him unpausing the game and not waiting blue didn't send also didn't build for 7 and we ended losing the game ..

Do not save or pause the game while playing in order to distract players and hinder gameplay.

To my understanding, there is no rule against unpausing. The player who went afk should be banned, as well as you for making up rules.

The rules you supplied are for LiHL only, not for LTD Mega, 1200+ etc. Unpausing in public games is not a bannable offense.
