I'd blame the two of them to be honest (powerkush more than known2own, but still), as one suggested it, and the other just followed it (selling towers, sending before leaving, etc.)

powerkush@europe.battle.net should be banned for lying about the rules (telling yellow he would be autobanned once he got -250 score, and encouraging him to leave)

Known2own and powerkush do end up breaking this rule (Intentionally leaving after sending to give an advantage to your team is bannable.) -> I'd go for a warning on this one (considering the game dind't end on the sent level, yet the rule violation is there.
