Part from that it's random cases here and there, and since Ban time for the one that broke the rules is mostly less then it takes for the topic to be processed most dont bother.
And sometimes Autoban for leaving can be longer then a ban from a post. (It do stack up tho if they keep breaking the rules and someone keeps posting about it.) But making a new account will remove most heat from yourself and most wont know that it's the same person.
And ENT do Ban the OP and sometimes "bystanders" if they feel they found nuf for a ban on them while reviewing the post and maybe games be4 or after. And to just complain about people ingame have no aftermath people have to go to forum make an account and post a correct BRQ, and that is alot of hazzle for some people. meanwhile the staff dont and cant police everygame alot of things get missed.
And alot of things can be viewd as breaking the rules if you swap POW for a while. and not knowing the rules beeing new or not speaking english can also make it hard to follow the rules.

People are always in risk of beeing banned if they missbehave and just cuz they are OP dont mean they are safe.
Even if they do watch themself and how they acted ingame they alrdy know. They were there remember?
And the amount of topic in BRQ section is not a problem tho it's how "heavy" they are some in the staff can do most posts within a few min since the report is simple and they know what to look for. They can ofc zoom out and take a look at the bigger picture but I dont think the topics themself are the problem, I think it's the balance of the Ban time from BRQ Autoban and the time it takes for the topic to be processed.
for ex if a player abuses some aspekt of the game and they get a BRQ on them the likelyhood of them doing it meanwhile the topic is up is big. and even if thats added to the case they might be banned a shorter time they the topic was up on the forum. while in some games the Autoban for leaving can be longer then most offences. banning someome a few hours do not matter. Autoban can be a few hours to prevent a leaver from rejoining right away. and an offence from a post can be some days or weeks so that people Have to post a BAP for the ban, that should also bring awareness to why they were banned. Rather then just waiting the ban out and do the samething again.
Well well Massice wall of text. TL;DR The staff do what they can (And they are here for & from us). Ban balance is off. OPs and non-posters is just how it is.
And as Artyboy said Rather then Complaining about the Size of the lists people are able to helpout, either in reviewing the post and or applying for staff themselfs to add to the workforce.
