As you'll notice in our rules, you have to have permission from a player to build on their side, and the opposite is also true. You cannot say that someone is required to merge and/or cross. While these strategies may be in the best interest of the team, I can understand why it wouldn't be reasonable to force people to do them. (Forcing cross for example essentially makes one person not get to play, and merge is this to a smaller extent)
