Round 2, not round 3, I noticed that he changed targets a few times, but I don't think it was severe/blatant enough to warrant a ban for juggling. It could have easily just been selecting targets without shift.

The juggle on 7 was to kill units properly with TM, and not to prevent him from killing units. I've spoke with other staff members prior regarding this and the rule's wording seems to have never been changed despite juggling with immo and TM being the legitimate, and proper tactic (which isn't against the rules as they would suggest).
